Review Report Of "School Sector Reform Plan 2009-2015"

 This School Sector Reform Plan (SSRP) is a long-term strategic plan that describes the goal and objectives that will be pursued by the Government of Nepal (GON), Ministry of Education (MOE) over the period starting from the fiscal year 2009/10 till 2015/16. The plan comprises the key strategic interventions and the estimated financial resources required to implement these strategies.

The key concepts of this plan are presented in bullets herewith:

1.  "School Sector Reform Plan 2009-2015" was finally prolonged on 2066/05/04.


2.  "School Sector Reform Plan 2009-2015" had main tenure of 2066-2072 ( 2009-2015)


3.  "School Sector Reform Plan 2009-2015" was first applied for examination in 3 districts: Kapilvastu, Rasuwa and Dadeldhura


4.  "School Sector Reform Plan 2009-2015" had mainly 3 objectives:

a. promote equal participation of all in education.

b. Improvement in quality and context of education

c. Development in internal capacity 


5.  "School Sector Reform Plan 2009-2015" had the following  major components:

a. Early Childhood Education and Development

b. Basic level Education (1-8)

c. Secondary level Education (9-12)

d. Literacy and Lifelong Learning

e. Technical Education and Vocational Training

f. Teachers Professional Development

g. Capacity Development

h. Monitoring and Evaluation

i. Financing Programme

j. Aid management


6.  "School Sector Reform Plan 2009-2015" had projected school education structure to be 8 plus 4 that is 1-8 and 9,10,11,12.


7.  "School Sector Reform Plan 2009-2015" had mainly focused on following points to uplift quality of education in primary level:

a. Teacher

b. Classroom

c. Textbooks

d. Book corner

e. Toilets


8.  "School Sector Reform Plan 2009-2015" had a target of running technical wing in 100 secondary schools as examination/test and was able to run in 99 schools.


9.  "School Sector Reform Plan 2009-2015" had categorized teachers as newly appointed, experienced, Talented and Experts for the purpose of teachers' professional development.


10.  "School Sector Reform Plan 2009-2015" had provision of certificate level qualification and training to be a basic level teacher.


11.  "School Sector Reform Plan 2009-2015" had provision of Masters level qualification and training to be a secondary level teacher.


12.  "School Sector Reform Plan 2009-2015" had categorized grants into the following 5 types:

a. Total Grant

b. Cost Grant

c. Grant according to achievements

d. Need-based Grant

e. Per Pupil/student cost Grant


13.  "School Sector Reform Plan 2009-2015" had the below mentioned 15 indicators :

a. Share of education Budget in GNP and GDP

b. Share in education Budget in Basic and Secondary Level education

c. Grade 1 new entrants, gross intake and Net intake rate

d. Gross enrolment rate of ECD, Basic and Secondary level

e. Net enrolment rate of ECD, Basic and Secondary level

f. Teachers with required qualifications and training

g. Teachers with the required certification

h. Pupil-teacher ratio

i. The repetition rate of grade 1 and grade 8

j. Survival rate by COHORT method (grade 5 and 8)

k. Coefficient of efficiency of Basic and Secondary level

l. Learning Achievement of grade 5 and 8.

m. Pass rate SLC and Higher Secondary examinations.

n. Literacy rate of  age group (15-24), (6+ years), (15+ years)

o. Literacy GPI ( 15+ years)


14.  "School Sector Reform Plan 2009-2015" had assumed 20% of total budget to be on eucation sector.

  1. Reviewed well so that it seems to be easy to read. Are the objectives of SSRP fullfilled ?
